Curator notes
The 15 minutes are the finding. A robot immobilised on live railroad tracks is an emergency, and nothing — onboard fault handling or remote oversight — escalated it in a quarter of an hour. Coco said the robot was not on an active delivery, which if anything sharpens the point: an idle agent in a hazardous position is exactly what nobody is watching. AI Incident Database incident 1440.
